COURTLAND — November 2, 2026. Sacramento County’s Courtland Special Planning Area ordinance records amendments approved June 11, 2026, to rules governing construction and rehabilitation in the historic Delta village.
A small historic river town
The county documents approximately 54 acres and nearly 150 parcels within the planning area. Courtland developed as a fruit-shipping port and retains places connected to Chinese American farming and commerce.
Why planning rules are unusually specific
The ordinance seeks to protect historic village character while accommodating rehabilitation and new buildings. Flood protection, levee conditions, wastewater systems and preservation of historic commercial sites are among important considerations.
What landowners should do
The June 2026 amendment does not exempt development from the applicable permit process. Property owners planning work should review the current Sacramento County zoning map and the full special planning ordinance before preparing a design.
